Over the past month, two cases of child abduction have become known. The first is the disappearance of a seven-year-old Ilya Yaropolov abducted on March 27, 2012 in the Perm Territory. The boy was found alive and healthy. And the second - the tragedy in Bryansk. The missing nine-month-old Anya Shkaptsova was killed by her own parents.
Now, taking into account those children who, unfortunately, have not been found over the past 15 years, 1,448 minors and 505 young children remain on the federal wanted list. These data sounded on April 3 at a round table in the State Duma on the search for missing children, Uznayvse.ru reports with reference to the press service of the State Duma.
Another serious mistake Spring considers the lack of a single data bank on children and families who are in a difficult life situation.
The following miscalculation, which was noted by the participants of the meeting, is the absence of legislative grounds on which the loss of the child would be considered an emergency.
And, finally, it is necessary to create a special regulatory legal act of direct action with a list of government response measures aimed at eliminating threats to the life and health of minors, their search and socialization. This was stated by the first deputy chairman of the Committee of the Federation Council on Defense and Security, Alexander Chekalin. “When a car is stolen, a“ interception ”plan is introduced, but here we have no joint action algorithm,” Chekalin said.
Recall, on March 11, at around 5:30 pm, a stroller was missing from a pet store in the Volodarsky district of Bryansk, in which there was a nine-month-old Anya Shkaptsova. An empty stroller was later discovered near the place of abduction. And on March 30 it became known that the child is not alive. The mother of the girl first confessed to the crime. During the interrogation, she said that her husband’s civilian in a drunken state beat little Anya.
